Socialization of education is a major policy of our Party and State. Initially, certain results have been achieved in mobilizing social resources to meet the increasing needs of all classes of people. This policy has the main goal of promoting the strength of the entire people, creating better changes in the quality of higher education, in the cause of innovation, industrialization, and modernization of the country for the goal of rich people, strong country, democratic, fair, and civilized society in the context of globalization and industrial development. In the current 4.0 era, people and resources are considered the most important factors, determining fast, effective and sustainable development. Therefore, discovering, fostering, training, using and rewarding human resources, especially high-quality human resources, has received great attention from the Party and State. It is necessary to build and develop a team of skilled workers, experts and scientists, cultural workers, entrepreneurs, leaders and managers. The above policies not only contribute to human resource development but also improve and attract investors to Vietnam, especially Ho Chi Minh City – the leading economic center of our country.
