Dynamics of Post-Disaster Reconstruction in the Balaroa and Petobo Liquefaction Areas

This study examines the dynamics of redevelopment in the Balaroa and Petobo areas affected by liquefaction after the September 28, 2018 earthquake. In accordance with the rules, the Palu City Government has determined the ZRB area (disaster-prone zone), namely the Governor of Central Sulawesi Regulation Number 10 of 2019 concerning post-disaster reconstruction and rehabilitation plans. The designation of this red zone also has an impact on the prohibition for people who own land in the area to rebuild settlements there. However, there is a post-disaster phenomenon where some people still decide to rebuild their homes and stay in the area, especially in the suburbs affected by liquefaction. Post-disaster reconstruction in the liquefaction areas of Balaroa and Petobo presents a complex dilemma between government policies and realities on the ground. This decision reflects the uncertainty and economic hardship faced by residents who have lost their homes and livelihoods. This study aims to explore the dynamics behind the phenomenon of redevelopment in the red zone, identify the urgency that encourages people to take risks, and analyze the impact of government policies on the reconstruction and relocation process. With a qualitative approach and field studies, this study explores the social, economic, and psychological factors that influence people's decisions, that economic limitations and the urgent need for housing are the main reasons why residents choose to rebuild and survive in risky areas. The results of this study are expected to provide deeper insights into the discrepancy between policies and realities on the ground as well as the challenges faced by the Government in the reconstruction and relocation process. In addition, the results of this research are expected to provide insights for post-disaster recovery policy planning that is more sustainable and responsive to the needs of the community and provide education on mitigation of potential disaster risks in the future.
